“Smart Roads” represent innovative and integrated systems that evolve the physical road infrastructure by leveraging several sensors and innovative powerful data analysis capabilities, aiming to improve safety and comfort for users. However, agencies lack management systems to leverage smart road data to control infrastructure assets, component conditions, and operational quality. This paper aims to fill this gap by proposing a new approach for road network assessment and characterization based on Complex Network Analysis. This offers a novel perspective to road administrators in decision-making processes, allowing more exhaustive knowledge of the network structure and ensuring support in the evaluation of maintenance strategy ranking.
